if you go to hip mall there is a stand next to clairs where they make trhese t-shirts
go to a print shop or use fabric paint/sharpies. depends how professional they’re supposed to look.
You could use paint, spaypaint, tie-dye, and many other kinds.
If you use some special paper, you can draw the picture on it, or print it on it, then you use a Iron and put the shirt over the paper and then iron the shirt and the picture will get on the shirt.
